The author's instructions
Install Charge on the 200LX with the same care as any system wide TSR. For example, place charge.com in a directory that is in the path statement or place on the root drive (which is usually C). It must come before any statements that call task switchers like System Manager or Software Carousel. Do not run Charge in a dos box. However Charge may be run from the command-line if it is run before task switchers. If you do run Charge in a dos box be sure to uninstall Charge before you leave the box. Be sure to backup your system ! BEFORE trying Charge. Edit the autoexec.bat file as so charge /tdd /sdd /vdd /gdd Where dd is the charging and stall times, voltage level to enable charging, and enable or disable trickle charging. There is no reason to add the switches unless you want to change the default parameters. To find out how to set these see User setable parameters. Be sure to notice the space between the switches. You ! MUST have the spaces. Be sure to end the line with the "enter" key. Without the switches: charge reboot palmtop. Charge will change the battery setting to Ni-Cad, monitor battery voltage and automatically enable charging when the battery level is low enough. Charging can also be manually started and stopped by pressing the Fn+C hot key sequence. Stopping charging with the hot key does not reset the charging timer. This is a feature that enables stopping charging so the palmtop can be turned off and cards added or removed to the pcmcia slot and charging may be picked up where it left off. If you use Killmsg turning off the palmtop when charging will no longer reset the charging timer. User setable parameters Charge has the following as default parameters: …

The palmtop must be waiting before you press the button, or the transfer will fail. It is the palmtop that announces it is ready, not the other way round.
Your browser cannot talk to the serial port. Direct sending uses the Web Serial API, which only exists in Chrome, Edge and Opera on desktop — not in Firefox, Safari or any mobile browser.
