The author's instructions
INSTALLATION. To install it, just type clk and press the RETURN key. USAGE. The ScrollLock is on the Toshiba Libretto 50 the same as Fn-F12. If you use MODE.COM: The "MODE CON ..." commands in autoexec.bat must be executed before CLK as these change the keyboard interrupt vector address. The update of the clock can be stopped by pressing Right-Shift and one of the Ctrl keys simultaneously. The clock is restarted the same way. To see the date, press the ALT key; the date will be displayed for two seconds. This does not work when displaying the timer. To start and stop the timer, press the ScrollLock key. You can stop the timer temporarily by pressing both Right Shift + Ctrl keys simultaneously. You cannot uninstall the TSR (I have the code but don't really see the need). ALARM. You can set an alarm after installation with for example clk 09:00 (it does not matter which character you type between the hours and minutes). The time must be entered in 24 hour format and with two digits for both hours and minutes. The colour of the clock changes to yellow digits on a red background until the alarm goes off. The alarm will sound for a couple of seconds and then stop automatically. You cannot stop it yourself. You can anytime change the alarm time by entering a new. You can cancel the alarm by entering an hour that is larger than 24; the colour will then change back to normal. The clock will lose a couple a seconds every time you use the alarm. The alarm will go off even if the clock is hidden or the timer running. BATTERY LEVEL. There are two versions that show the battery level: one for computers using Advanced Power Management v1.0+ (CLKAPM.COM) and one for HP-100LX / HP-200LX (CLKLX.COM). …

The palmtop must be waiting before you press the button, or the transfer will fail. It is the palmtop that announces it is ready, not the other way round.
Your browser cannot talk to the serial port. Direct sending uses the Web Serial API, which only exists in Chrome, Edge and Opera on desktop — not in Firefox, Safari or any mobile browser.
Download the file with the button above and copy it to the palmtop your usual way.
